Glossary of Terms

AIMS: The Apprenticeship Information Management System is designed to allow for the automated collection, retention, updating, retrieval and summarization of information related to apprentices and apprenticeship programs.

AIMS CODE: The four (4) digit code number used by AIMS to cross reference occupations found in the Dictionary of Occupational Titles.

APPRENTICE: An individual at least 16-years of age who has signed an apprenticeship agreement for training in an apprenticeable occupation and who is registered with the Bureau of Apprenticeship and Training.

APPRENTICESHIP AGREEMENT: A written agreement between sponsor and apprentice that establishes the terms of the apprenticeship and that has been registered with the registration agency.

APPRENTICESHIP COMMITTEE: (1) Joint Apprenticeship and Training Committee, composed equally from management and labor; (2) where no employee association (union) exists, a committee established by the sponsor to administer the sponsor’s apprenticeship program.

BUREAU OF APPRENTICESHIP AND TRAINING (BAT): The Bureau of Apprenticeship and Training serves as the registration agency for apprenticeship programs in the state of Utah. BAT ensures that programs meet standards and criteria established by the US Secretary of Labor.

DOT CODE: The nine (9) digit code number for an occupation found in the Dictionary of Occupational Titles. Together, the nine digits provide a unique identification code for a particular occupation, which differentiates it from all others.

DEPARTMENT OF WORKFORCE SERVICES (DWS): The Utah Department of Workforce Services is "Utah’s Job Connection." DWS is the product of Utah’s bold vision for the future of quality workforce development. It is a consolidation of all employment related functions into a comprehensive service delivery system. Job seekers and employer customers can access the services they need without the confusion and burden of working with multiple agencies.

DEPARTMENT OF LABOR (DOL): The United State Department of Labor serves as the oversight body to the Bureau of Apprenticeship and Training.

EMPLOYER: Any person, plant, firm, facility or organization employing an apprentice, whether or not a party to the apprenticeship agreement with the apprentice.

JOURNEY WORKER: An individual who has sufficient skills and knowledge of a trade, craft or occupation, either through formal apprenticeship or through practical on-the-job experience, to be recognized by a state or federal registration agency and/or an industry as being fully qualified to perform the work of the trade, craft or occupation.

ON-THE-JOB-TRAINING (OJT): Tasks learned on-the-job in which the apprentice must be proficient before a completion certificate is granted. OJT makes up the majority of an apprenticeship program, approximately two thousand (2000) hours per year.

REGISTERED APPRENTICESHIP PROGRAM: A plan containing all terms and conditions for the qualification, recruitment, selection, employment and training of apprentices, including the requirements for a written apprenticeship agreement between the apprentice and the sponsor.

The program is registered by the Department of Labor, Bureau of Apprenticeship and Training as meeting the standards of the Department of Labor for apprenticeship. All registered apprenticeships are issued a completion certificate.

RELATED INSTRUCTION: Classroom and other forms of instruction (theory) to reinforce the on-the-job training. The related instruction can be provided during working hours or during non-working hours. Related instruction equals one hundred eighty (180) per year.

SPONSOR: Any employer, plant, firm, facility association, committee or organization operating an apprenticeship program and in whose name the program is or is to be registered.

STANDARDS: The document that is developed for operating an apprenticeship program and that is registered with the appropriate registration agency, which is BAT in the state of Utah.

SUPERVISOR OR APPRENTICE TRAINING: The person or office designated in the standards to organize and administer/oversee the sponsor’s apprenticeship program.

USHE: The Utah System of Higher Education governed by the Utah State Board of Regents oversees Utah’s 10 public colleges and universities. USHE provides academic, professional and applied technology learning opportunities.

UTAH STATE OFFICE OF EDUCATION (USOE): The Utah State Office of Education governed by the Utah State Board of Education provides leadership and support for
Utah’s K-12 public school system.

WORK EXPERIENCE: Tasks learned on-the-job in which the apprentice must be proficient before a completion certificate is granted.
